Empowering Refugee Women in Kosovo with Digital Skills
In 2017, the World Bank group wanted to provide market-oriented skills for young refugee women in Kosovo, to provide them with opportunity to gain meaningful employment. The Women in Online Work (WoW) pilot was initiated for 150 women exploring the suitability of online work for young Kosovar women around the country.
Challenges
- Poorly developed infrastructure in the war-torn country
- Limited child and elder care institutions so that the women can find time to learn and develop
- Unsupportive culture which disincentivizes women
- Lack of appropriate training materials and resources for online learning

- Two-Phase project Implementation to teach the learners and adapt them to new technologies and tools for digital literacy
- Applied interactive sessions and collaborative techniques to ensure engagement and motivation among learners
- Developed appropriate digital learning materials and resources that are accessible, interactive, and engaging, which helped learners understand better
- Strong soft skills component, integrating with career counseling
- Marketplace Integration, teaching them on job bidding and actual online work
Results
- Graduated Trainees: 150
- Successful Job Placement: 102
- 78 graduates earned $25,000 from their employment in online marketplace
- More than 10 graduates founded their own IT ventures
- 56 women have obtained at least one online work contract, collectively landing almost 180 fixed and hourly jobs
- WoW online workers made twice as much per hour than the average person in Kosovo
